Gilman Scholars

The Gilman Scholarship is a program of the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) and is supported in its implementation by the Institute of International Education (IIE).

It was established in 2001, and named after the late congressman, Benjamin A. Gilman from New York, who served as a member of the House of Representatives for 30 years, chairing the House Foreign Relations Committee.
